zynq PS 烧录程序出现错误：Error while launching program: JTAG node is not accessible JTAG node is not access

错误原因：

国产JTAG的硬件bug。

直观现象为：烧录bit完成后vivado报错无法进入debug界面，ps烧录bit后出现错误，无法烧录PS的elf文件，SD卡引导系统功能正常。
