应该是因为我这个vm没法联网的问题

修改ntp配置文件 /etc/ntp.conf
添加

server 127.127.1.0 # local clock 
fudge 127.127.1.0 stratum 10

重启ntp服务器

sudo service ntpd restart

测试ntp配置

[cloudera@quickstart Desktop]$ ntpq -np
     remote           refid      st t when poll reach   delay   offset  jitter
==============================================================================
*127.127.1.0     .LOCL.          10 l    9   64  377    0.000    0.000   0.000

可能还会出现
Internal error while querying the Service Monitor
Internal error while querying the Host Monitor

重启这两个Monitor
重启虚拟机
